You are looking at a Skidoo oem starter handle in yellow. I'm throwing in a new helix 1/4 x 6' nylon starter rope that fits the handle and Skidoo sleds. These are almost impossible to find in yellow.

This handle fits vast model's and years up to the newer rev chassis sleds. This is the last one I have.
